Severe Conditions? No Reassessment?

What's the Criteria of these "Severe Conditions", as The 97pw is the present LCWRA amount so Does This Suggest those in Future on the Health Element are in this Severe Conditions Category & immune from Reassessment.

    200,000 individuals in the Severe Conditions Criteria group - individuals with the most severe and permanently disabling conditions who will never be able to work - as they will not be called for reassessed for Universal Credit (UC) under new legislation.

    My understanding of the "severe conditions" from the intial Bill, are those that are expected to last for life, with no chance of improving, with a diagnosis given by the NHS but not private doctors.
