As I understand it Existing Claimants are to be reviewed under Current Rules, Even after Nov 2026 their Awards will Not be subject to the 4point rule on Review?

Otherwise what's the Concession.

Only New claimants are to be assessed under New rules?

I don't think we will know anything 'for a fact', not until the bill has progressed through all stages.

The new proposal is as you said, still to be agreed with the rebels, and not yet passed into law.
