Anti-social behaviour and Adult Social Care

Hello

Since June 2023, I have encountered persistent anti-social behavior at all hours of the day and night. Over the past two years, I have been deprived of sleep on many occasions. Additionally, these individuals have repeatedly entered the vacant room directly above mine, causing significant noise by marching back and forth and stomping on my ceiling. Furthermore, they have tampered with the malfunctioning radiator in the hallway above my room, which produces a loud and disruptive humming noise.

Since April 17th this year, I have been subjected to what i can only describe as an electronic device that emits a pulsating sonic waves, which is projected into my room from the above room when i'm a sleep. When i am awakened by this attack, I experience a pulsating sensation throughout my body and my head. This occurrence has been consistent every night during the early hours for over two months now.

Approximately two and a half years ago, while residing in my supported living accommodation, I observed that the Housing and Adult Social Care departments are now staffed by individuals who appeared to lack the requisite skills. In my view, these departments are no longer "fit for purpose."

Additionally, I have been attempting to relocate to another area utilizing the provisions of the Care Act 2014. through Adult Social Care. It had taken a police officer to intervene and contact (ASC) on my behalf. Then about a week later, a social worker reached out to me, which turned out to be pointless. However, However, Since i had a social worker, I'd try and relocate to another area using the Care Act 2014.

The situation reached a point where this social worker ceased responding to my emails and phone calls. Consequently, I decided to dismiss her. Subsequently, I was assigned a second social worker after submitting a complaint through my local council's online system. To be fair, this new social worker was significantly more helpful and managed to resolve some issues. However, two months went by, and i inquired with my second social worker if he could conduct follow-up phone calls with the supported living services that offer accommodation and support to ask whether any rooms had become available.

Unfortunately, he was rather reluctant to accommodate my request. Following that, I received a letter informing me of his departure from his position as a social worker. As a result, both the adult social care team and the social workers did not adhere to the Care Act 2014, It has now been a year and a half since this process began, and i still find myself no closer to making a move.

I have sent numerous emails to the senior members of the council who are responsible for its operations, yet 99.9% of my messages remain unanswered. I find it perplexing that i'm unable to obtain the services of an independent social worker. Furthermore, I cannot even get access to an Advocate, who appears to be apart of the endangered species and has seemingly become extinct in my area.

Concluding this matter, I'm reasonably certain that my emails, which express my views regarding my issues at hand, may have ruffled some feathers within one or two of the departments above, and i believe this could be apart of the on going aggressive behaviour i am experiencing.

Nonetheless, the persistent criminal behaviour i've endure on a daily basis seems to correspond with their desire to try and get me to vacate my council property, should i choose to be bullied to leave voluntarily, it would undoubtedly benefit them significantly as it seems they don't want to help me in anyway.

I would greatly appreciate any information that could assist me in relocating and overcoming the difficulties i have faced over the past two years.

    Hi @Zepper. It sounds like you've been through quite an ordeal, however have done the right thing in escalating, and raising with senior council members. Would it be possible to get an understanding of where you are presently in the process?

    This was merely a diluted account; I could have included additional details. However, I firmly believe that organized local criminality is also at play. Let's just say i was given a gangster gun sign by an individual as he got out of a old tatty local council housing ford van with my council's name on the side of it. It sums up the dross now running and working within my local authority.

    In a nutshell, no progress at all. I find myself no closer to relocating, I also continue to endure the anti-social behavior around the clock. Furthermore, adult social care has proven to be a non-starter.

    Hi @Zepper, this sounds incredibly frustrating. I'm sorry you're having to deal with it all. Have you had any input from your MP at all? They may be able to nudge the council a bit more.

    Been there done that, not particularly helpful. Just another career politician.


    Surely there are some members who work within the council or social workers with high standards who occasionally visit this website from time to time who could offer some good advice?

    Find the emails of your local councillors, Mayor, and MP, which I believe you already have. You can find these by Googling.

    Then, write to the people who are in charge of your housing and CC all the above on your email. This would scare them or at least make them deal with your case responsibly.

    Write also separately to each of the above, while CC-ing the others on the same email. In this case they'll all end up knowing your case, which would give you a wider audience.

    Inform all of them (in writing of course) that you're contemplating taking your case to a newspaper. They know that public bodies, including the Home Office have even reversed their previous decisions after cases have received media coverage.

    Don't waste your time on calling them. Emails are recorded written evidence.

    Make use of your excellent writing skills and write to all of them and even finally to a newspaper, such as the Guardian.

    Hi Zepper,

    Sorry you are having such a terrible time with your housing and the lack of support to help you move.

    I'm sure others with more experience/knowledge can offer more specific advice.

    Sadly the threshold seems to be so high for anyone to be able to move somewhere that better suits their needs (at least it is in my area) that people are having to continue living in conditions that are detrimental to their health and wellbeing.

    Have you tried contacting Shelter? They have a wealth of experience and may also be able to help you access some legal advice (through Legal Aid).

    Yes, even though I wasn't living in a supported living accommodation but just renting an ordinary social housing from a Housing association (L&Q), which is even harder.

    I had a nasty crackhead neighbour openly engaged in prostitution and all the paraphernalia that goes along with and L&Q was just dragging me into an infinite useless bureaucratic circle.

    Councillors are more available than MPs
