Hi, my name is Simps30! UC says I can't use the journal, do I have to submit the form first?

Hi I’m an appointee doing a UC migration from ESA income related. I’ve filled in and done the “to do checks” but I wanted to write on a journal details for them to look at once I submit it but I can’t get into a journal as it keeps saying you can’t use journal. Do I have to submit the form before can write in the journal? Thank you
