Moving

Hello, I'm here again, I'm ashamed to have to ask for your help again and again, sorry. With great difficulty, but I got to the point where every office admitted that the apartment contract was rewritten (forged) by the landlord and the council gave me another apartment. I have a lot of questions, but my housing officer keeps hiding and doesn't respond to any of my inquiries. Most recently, after a complaint, he wrote to me that he was working, but he didn't answer my questions. That's why I'm asking you now, because I trust that someone here can help. If I have the opportunity to move and I have very strong reasons to apply to move to another council, is it possible for me to go, if so how can I arrange it, who can I write to (due to my deafness, telephone conversations are out of the question for me) I've already tried, I wrote to the Housing Officers, but I haven't received any answer.
I will describe my reason, I have a distant relative who is currently helping me, but the help is only possible if we are in the same place, you don't have to live together, you just have to go to meetings, so that it can be verified that it is really me, but because the distance is great and because my deafness hinders almost everything, I only ask for his help when I am in really big trouble. The relative lives in Kilbur, I would like to move to Camden council. As I wrote at the beginning of my letter, the offices admit that the landlord forged the apartment contract, they admit that currently Thames Water is illegally demanding £3,248.86, (I pay the water bill) but because the apartment papers are not in order, (and the landlord, does not give me any papers) so everyone says I should pay. In December last year, the landlord transferred the right to use the electric meter to the name of an unknown man, I have not been able to use the gas since February, because it was cut off (no shower, no hot food). The gas and electricity are prepaid. I also pay the Tax, but because I don't have the appropriate proof for this (I have a bank statement) and because I can't talk on the phone for a preliminary consultation, the administrators said "I HAVE TO PAY" because the administrator thinks my case is too complicated and doesn't understand. My relative and I tried the telephone administration, but the administrator didn't answer the phone at the agreed time, so I traveled 4 hours there and back. In the last letter I received this notification "There is currently a balance of GBP 335.39 on your local tax account, which may be the subject of collection action. Please pay now so that your account is up to date." I accept that I am doing something wrong and it needs to be corrected. But for me, "the case is too complicated for the administrator" is not a reason to pay retroactively and no matter how much I ask, he won't talk to me in writing. And that's not all, you should keep in touch with the doctors on a daily basis, who also don't speak in writing, with whom I also have problems. I contacted NHSUK because it was proven that I was given the wrong medicine countless times, these medicines made my basic health problems worse (e.g. that's why I became deaf in one ear) the GP admits this face to face, but they don't allow a clinical examination, but I could list the problems. I discussed with my relative that if we manage to live close to each other, it would help me to return to work. I can't do this alone, because I forget things due to the side effects of some medicines, but the GP doesn't help with this either because then they would have to admit that my condition is currently misdiagnosed.
Sorry my letter is a bit long, but I think you definitely need to know the important things so that you can give me accurate information, thank you for your help, best regards Esther K.

Hi @esther1
Please don’t feel ashamed for reaching out, you’ve every right to ask for help.
It is possible to apply to move to another council particularly on medical or welfare grounds. You’ll need to contact Camden Council’s Housing Needs or Allocations team and explain your situation in writing and include things like your confirmed disabilities and the key support your relative provides which means you have t live nearby etc.
Under the Equality Act 2010, you can state that due to your disability you need all communication to be in writing and they have a legal obligation to do so.Also if you keep finding that your current housing officer is not responding then you can escalate by contacting their manager or using your local council’s formal complaints process😊
