PIP not backdated as in reciept of DLA

I have just sent an email to the Minister for social security and disability.

Email is as follows.

I come to you as you are the Minister for social security and disability, I find it fruitless going around in circles when you can hopefully find the answers to the below directly.

DWP - PIP state, if you are a new claimant, and awarded PIP this will be back dated to when the forms were intailly sent in when you applied.

When it comes to disabled individuals who are in reciept of DLA, and make a change of circumstances.PIP state it will not be back dated. As still in reciept of DLA. Even though awarded a higher level of an award.
This seems very unfair, and two tiered.

New applicants are allowed to apply and have there claims backdated, why are those who had been on DLA not allowed the same, at least for the difference between the two. Are there not any rules that state claimants should not be treated differently, or in a prejudicial way becuase of previous benefits or claims.

This comes across as discrimination. Correct me if I am wrong here. 
High Court battles have thrashed this out long enough with the DWP, and this is another prime example of being prejudiced against, and directly discriminated against.I would love your input surrounding this please.
