Attendance Allowance Question for Mum

My mum is over pension age, she has severe osteoarthritis and many other health conditions but she is also my dad’s carer and she receives carers allowance.
My question is can she apply for Attendance allowance as well seeing that she is very unwell half of the time herself or will this interfere with my father’s attendance allowance as dad seems to think it will?
