Mobility mandatory reconsideration

My husband just had his PIP renewed. He had a total knee replacement in August and is still on two crutches. He can't drive or walk more than a short distance up and down the street in front of our house. He's in constant pain. I really think he should have high rate mobility. I am not his appointee but I helped him during the review and received a letter to say I had assisted him and his renewal rate. Should we try a mandatory reconsideration?
