Housing Associations & Adaptions service charges

Hi
Just a bit of general advice, if anyone could please.
Looking at a HA property to rent, it has some disabled adaptations going in for me.
Apparently, there is a service charge of approx £5 per adaptation per week, so W&D toilet, each ceiling hoist, stairlift, it's going to add up!
From what I can gather from the internet, HA's can not charge for the adaptations, but can charge for servicing and future replacement.
I'm just wondering if any other HA tenants have come across this and have so many service charges?
