Hi,
Council Tax Reduction is managed by each local council, so the rules are different in different areas. You would need to check with your local council directly.
However, I don't believe your daughter would be eligible for a discount. The discount is usually based on amount of income, not PIP. If your daughter is living in the property and has a high income herself then there is not likely to be any discount available.

Don't think it works like that.

Do your daughters live in the property?
Council Tax discounts are based on who lives in the property, not who owns it. PIP on its own doesn’t give an automatic Council Tax discount. However, there may be a reduction if one or both of you are classed as “severely mentally impaired” (SMI) for Council Tax purposes (this needs a qualifying benefit and a GP form), because people who are SMI are disregarded.
If all adults in the property are disregarded, the bill can be reduced by 100%; if some are disregarded, it can lead to a 25% discount.
Otherwise, your daughter could still look into Council Tax Reduction (CTR) from the council, but that’s means-tested and based on the household’s circumstances, not PIP alone. Best step is to contact the local council’s Council Tax team and ask what applies in your area.
