Going to college is not a change of circumstances for PIP.
PIP is based on how your child’s health conditions or disabilities affect them, not on whether they are in education, home-educated, or at college. So when your 17-year-old starts college in September, you do not need to tell PIP just because of that.
The exception would be only if their condition or how it affects them has changed. For example, if there has been a significant improvement or worsening in their needs, and that change is relevant to the PIP activities, then that should be reported. Going to college on its own does not count as a change.
Child Benefit: Child Benefit usually continues after age 16 as long as your child is in approved education or training, which includes full-time further education (such as college) and home education. HMRC may contact you to confirm education details, but this is routine.
Child Benefit and PIP are separate benefits, and Child Benefit does not notify PIP.
