Council Tax Reduction is decided on at a local level and each local authority has different rules for this meaning it's very hard to advise on individual cases from here.
Youf local authority website should have all the details.

Council Tax years are the same as income tax years. April to March. Most people pay CT by direct debit, split into 10 payments. No payments are made in February and March on that system.
They use different thresholds for savings, I have seen £6k, £10k and £16k used in different areas. Benefits backpay generally has a disregarded period, but that could only be 12 months if it was less than £5000 for example.
Nowadays it is rare for people on PIP & LCWRA to get a 100% reduction and pay nothing. Most people have to pay something towards it. As above, your local council website should have the information, and you can usually apply for Council Tax Reduction through the website as well.
