Lack of staff in the care sector

I just had to cancel an important meeting in Town at 11 AM today due to lack of staff/transport available to go with me.
I wouldn't mind but the guy who came to the last meeting the week before last knew I'd got the meeting this morning because he was there when I booked the bloody thing.
Sorry for the rant but I am majorly angry about this.
It's been a thing since I started having support staff in 2001 that they have NO staff because qualified carers don't wanna work stupidly long hours for the Peanuts the care sector pays.
Does anyone else have this annoyingly common issue?
