Hi @Meatballs and welcome to the community! I can't find an exact timeframe. I can only find that it takes several weeks to process and the length depends on a few different factors. Here's some further information
One of our members may have personal experience of this and could advise you.

I sent mine off 10 months ago and am still waiting for the reduction… 😄
Fairly sure I'm not going to get it now. Not worth the hassle of chasing it up in my case.

How does he get his car tax normal way, as he sent v5 off

This isn't something I know much about but does he have a green new keeper slip? He might be able to use that while the DVLA has his V5. I would double-check that though.

Is this for a new car or one he's owned for a while?
If he's owned it for a while and the V5 is in his name & address then he can use the number from the V5 to tax the car online. (Hopefully he took a photo or scan of the V5 before sending it off? I always do in case they get lost in the post).
If this is for a new car and the V5 is not yet registered to his address then that is more difficult. He can tax it using the green slip from the previous owners V5 if he has that.
