fundraising regulations

Hi,
does anybody know what regulations we need to be aware of if we fundraise for our daughter?
We recently had adaptations to our home which have gone horribly wrong. After 3hrs of passing the blame yesterday we were told by the council that although the recomendations were wrong they had fulfilled there obligations to the tax payer and would not help with the corrections which need to be made. Childrens with disabilities team have acknowledged that the recomendations were shortsighted and are not suitable, but they do not have a buildings budget so cannot help although they will keep discussing it and in 5yrs see if they can apply for another DFG.
I really am running out of energy to keep fighting them and we are at the point of looking for a suitable property for my husband and daughter to move into, as we cannot afford to sell this house.
We are considering fundraising the £10,000 we need to put this right and have several local businesses who are interested in helping. I am just worried that I can't find any information on rules governing this type of fundraising. I f anyone has done anything like this please tell me what procedures we need to follow.
