Does anybody know whether or not a parent can be present at an LDA? Our LEA is proposing a further review of our 19 year old daughter's LDA but we want to be present with her.

There is no reason why you shouldn't be there are her supporter, especially if you are her appointed representative and carer. If they to stop you, ask them for a reason, in writing.0
