Learning Disability/Autism/Mental illness

There seems serious issues regarding the provision of services to clients of the Cambridgeshire Learning Disability Partnership who have a mental illness diagnosis.Those that require services provided under S117 MHA are not being provided with them under the act but under the 2008/2014 Care Act.Any suggestions why this might be??
