I suggest that you re-post in the 'Ask a benefits advisor' category.

I went to my doctor regarding my blue badge,I then applied through my local council with my form signed by my doctor,Had to get photographs and whatever you need to sent and then a few weeks later I got my badge.I dont know if the rules have change because mine runs out in October 2017

    Hello @bermudabear1 ,

A blue badge must be in the disabled person's name. It doesn't matter if she has a vehicle or not.

You could fill out the application for her and just get her to sign it though.
