Transport, seat belt issues!

Hi, My daughters 13 and has CP. She goes to school on council transport but recently she's been managing to pull the lap belt up and over her head so they're refusing to transport her as she's not strapped in safe( which I do understand!). I just wondered if anyone as heard, or use any type of clip or something that can stop her being able to pull the seat belt out?
