EHCP process report

Did anyone see this report about the EHCP process in the Guardian 05/09/2017;

It is well worth reading but depressing. It does not have to be like this if central government released more funding to local Authority's so they could make provision properly for Special Needs. Then EHCP's could do what they were meant to do; which is to meet people's needs, rather than how they are being used now; which is as a way to ration resources, and to be so long winded it puts people off from applying!
