Hi....it looks as if you would qualify with your ESA but it depends entirely on your temperature being sub-zero for quite a length of time......hope this helps you.
You'll get a payment if the average temperature in your area is recorded as, or forecast to be, zero degrees Celsius or below for 7 consecutive days. ... You'll get a payment of £25 for each 7 day period of very cold weather between 1 November and 31 March. Cold Weather Payments are different to Winter Fuel Payments.
You may get Cold Weather Payments if you’re getting:Pension CreditIncome Supportincome-based Jobseeker’s Allowanceincome-related Employment and Support AllowanceUniversal Credit0 -
if you are getting income based benifit through being disabled you dont get it my daughter dosent only people on other benifits but there is a 120 winter payment you can get which comes off you electric or gas if you apply for it through your energy supplier or apply online

Yeah it is called fuel direct it is on a first come first served basis and not all companies do it good to check you have to have your electric supply with the company that you apply for the payment from and most of the schemes are closed now so go online and check if you company offer it if they do register your interest and when the scheme opens for this year they will let you know so you can apply it is very simple to apply just put in your electric account number tick the box that’s relevant to you and send they will contact you to tell you your application has been received and then with in 12 weeks you will get a letter to advise if you are successful and what date it will be applied to your account if you are on pre payment meters they will send you a voucher to take to a post office not a shop who will then top your meter up with 1400
