want to know the rules for getting a hearing dog

i recently request a hearing dog for the deaf people like me i have met the criteria but all the charity are saying to me is they can't tell me when i am likely to get one but has anyone else had trouble with this

I know there is a lack of support dogs in many areas due to the time and expense of training them.
