Welcome to the community @campaigntim it's nice to meet you! I haven't come across a way to apply online personally but have you considered contacting your care team to help you set one up if you have one or if not an organisation that can assist such as citizens advice? I have attached a link that has steps to setting one up under step five. I have a PIP and PHB now as a C6 tetraplegic.
It took a great deal of pushing to get what I needed even though what I actually wanted was NHS Staff to come to my home for my personal needs [that is NO MONEY ]which still has not happened despite going through official complaints process and the clinical need being acknowledged.
Living in the community and going to work full time is a constant battle for me.
