EHCP Annual Review for moving onto secondary school

I have no idea where to start and this could get a but messy with information slotted in as I remember it. So apologies in advance.
My son is 9 (ASD & ADHD) currently in year 5 at a mainstream school, we have tried to get him into a specialist setting but haven't been successful.
I have has a letter from the council saying I need to have his ehcp ready for February alo g with a chosen secondary setting.
I have his annual review on 18th June but I feel his school are letting him down by withdrawing funding and not carrying g out things set out in his ehcp. Including them increasing his time in school to a full morning, he's only does 2.5 hours a day (provison made by wscc for 32.5hrs a week) that's only 4 days a week as he goes with angling for education on Tuesdays, the school now want to stop this as they say the budget isn't there next year, he stays with Angling for education for a while day and has just started mixing with other autistic children and loves it.
I'm really don't understand ehcps and feel like I'm drowning with it all, I'm dreading his annual review as I don't know what I need included or why things are not being done.
I was even told at parents consultation that the school are not focused on his education just worried about making his 2hrs fun. He's not learnt anything, not met any of the expected outcomes included on the ehcp.
Can anyone advise me or what I need to do, what I need to include anything I'm struggling with all and feel like I'm drowning.
