PIP AR1 PROCEDURES. Who does it go to?

Just want to clarify what the procedure is for the pip AR1 from, I've been told it goes to the DWP CM to look at first and not HCP. But I'm sure I sent my pip form of to the pip assessment centre. Which is the correct procedure...thank in advance everyone.
