Appeal decision. What does this line mean?

Received appeal decision and at the end it says. 
(The department has now conceded the good reason issue in this case. In view of this the TAS may return the papers to the department for continuing action. No other action is required by the TAS). What does this mean please

    Were you appealing a decision to refuse your claim because you failed to attend an assessment? If so it looks as if it has now been accepted that you had good reason for failing to attend in which case your cakes is still live - but will still need to be assessed and/or decided.

    The appeal was to get pip back

    It's impossible to say more without more detail. Why was your PIP refused - was it as a result of failing an assessment or was failing to attend an assessment?

    That line can only relate to an alleged failure to attend at some point.
    That was how I interpreted it.

    Hi @flix

    Bearing in mind that for the past 18 months tribunals, have not operated as usual (due to COVID), that you have been deemed for not attending.

    Speak direct to the tribunal and ask them to specify, when you failed to attend.

    The way I read it is that the hearing is about a failure to attend something but that DWP have now conceded that there was good reason for that failure and therefore there is nothing for the tribunal to consider and they have therefore returned the case to DWP.
