Free smoke alarms

Hi, my sister is disabled and she says she received free smoke alarms for her house a few years ago. She lives in Lincolnshire. She is trying to find out who organised this as they have all stopped working now. I have not heard anything like this before, and i am sure that someone must have bought them for her and she is mistaken, but maybe she is right.
can anyone tell me if she is correct and if so who she should contact

I got supplied free alarms from my local fire service
As I was vulnerable and housebound they came out and did a risk assessment and also put me on a priority call out system and provided alarms as the one I had wasn't working
If she lives in rented property it would be landlord responsibility to provide0 -
She lives in her own property. She thought for some reason she got them through the post. I have just read an article and i think like you said that she had someone from the fire service come out

There's not much in them to break, maybe the batteries just need replacing?
My Nan also had some free ones from the fire service.0 -
I was thinking it might just be the batteries too.0
