Is there guidance for when adjustment request means rota change for disabled person and colleague?

What's the guidance for when an adjustment request means a change to rota for disabled person and another employee?
No lost wages.  Just the other is unhappy with the change but has nothing like disability.

How are you today? 

If you don't mind me asking, is this a personal situation that you're in yourself? If so, it might be worthwhile speaking to a managerial individual (if you feel comfortable doing this) in the company and expressing your concerns? Sometimes open communication is the best solution in scenarios where multiple individuals are not happy with a certain outcome
