Appeal OT recommendation Disabled Facilities Grant?

My mum lives is losing mobility due to her osteoporosis she’s 72 and currently lives in her own home with my dad 85.

my local council has offered my mum a stairlift and level access shower however my mum doesn’t want stair lift because not suitable for her needs (she will still need to use some steps regardless and the height of chair is standard which means she still needs to use considerable strength to get on, my dad is still able and with a stair lift it’s restricting my dad. My mum would prefer a downstairs bathroom/toilet and live on the ground floor. Currently no toilet facilities ground floor only kitchen and a second lounge (intend to make her bedroom)

Council have said my mum can do the toilet option downstairs but would need to carry out with her builders. Draw up her own plans etc. They’ve quoted her £20k but council have said they will only pay towards stairlift and wet room which comes to £9400. Not even half the cost of a bathroom downstairs. 

It’s been a really stressful process and ongoing back and fourth for nearly a year. I had a look at disability handbook and state council to pay for all drawings and permissions but my council said no because what they offered is reasonable. 

Any advice? I’ve absolutely had enough of this and feel they make these grants so difficult to access on purpose. Is there a way I could appeal this?

    Hello @mummyscarer thanks for reaching out on the community. I can understand why you're so stressed about the situation, as it seems the council are unwilling to take into account that their proposal isn't currently workable for your parents.

    I would advise taking a look for some help via AdviceLocal to start with if you can. I've marked this post as unanswered and edited the title. Hopefully our members will also be able to advise you further.
