Today, March 2nd 2022, the IPC (International Paralympic Committee) made a decision allowing Russian and Belarusian athletes to compete in the Winter Paralympics. They will compete under as neutrals at the Beijing 2022 Paralympic Winter Games under the Paralympic flag and not be included in the medal table.
Most, perhaps all, other Sport Federations, have suspended Russian and Belarusian involvement in respective Sports. This means the IPC decision is 'out of canter' with the rest of the Sporting World.
