Technology for CP

Hey guys,
I'm working with a gentleman who has CP. His mobility is isolated to the use of his right hand and arm.
He would love to become more social active and start some new hobbies.
I'm new to care and feel there are a few things he is missing especially regarding tech that would improve his circumstances. As I said I am new to care so I really struggle to find much info through Google in regards to finding advice and specialist equipment.
At the moment my client has a standard button possum receiver which allows him to answer the phone, call a select few people and choose from about 6 channels.
Any advice or information on what my client could benefit from would be great. I've tried Alexa devices in past but his slight speech impairment doesn't work with it, the Google devices don't seem to stop playing music even when I ask.
Maybe there is additional software that would allow him to access the smart home world but he doesn't yet have a mobile phone.
I know he would like to be able to video call and access other features on his TV such as YouTube as Netflix but I'm not sure if this is possible.

Thanks @Richard_Scope, 4,000 starting for those tablets is steep. Have contacted the charity but I appreciate the advice none the less, have a good one.0
