Discretionary Council Support re Cost of Living

I live in Barnet. Don’t qualify for CT payment because I am in CT Band E. These discretionary funds have been much vaunted by the govt, but I know nothing about how Barnet will operate such a scheme.
This is important because funds have been allocated to be disbursed by a set time period, and I’m worried I have missed the boat.
Can anyone help, first of all, by indicating how many discretionary schemes there are?
Ive heard of discretionary energy rebate scheme. Then Household Support Scheme.
Maybe there are more schemes, just to befuddle all and sundry!

The fund will support households who would struggle to meet food and energy bills without support. So it's not just for families with children.I'm not aware of any other schemes like this.
