Why are Domiciliary home visits frowned upon for reassessments?

I would like to know,why are Domiciliary home visits frowned upon for reassessments.They say about offering a taxi,but that is not a solution for many.
My arthritis,as with many peoples whose is chronic,can be very volatile it doesn't attack by time or date,I cannot walk when I get an attack.Yet if you don't turn up to an appointment,you get penalised,sometimes severely.
Why is it such an issue getting one?.

Home assessments no longer exist since Covid and it's unlikely whether they'll ever start back again. The other options for assessments are telephone or video call, as well as assessment centre appointments.

Much the same as being on strong pain killers and are assumed to reduce the level of pain and discomfort. The best I had with a PIP assessment was receiving a letter indicating where the assessment centre was and telling me which bus to get and then to walk from the nearest bus stop a distance of 900 metres!0
