energy payment was paid into an old bank account. How do I stand from getting it back?

Hi my energy payment was paid into an old bank account through the Hounslow council I contacted my old bank and they said yes it was paid into my old account, I called the council to ask them to get it back and pay into my new bank they said they cannot do that as those were the bank account details they had although I had given my new details they said they did not receive them so how do i stand now from getting my£150.00 back

Because my ex husband has put a signature only on the account and he won't sign for me to get it out because ,we had an overdraft and I've now got A DRO So he has to pay back the debt he left me with 12 thousand in debts0

Unless you can prove that you gave the local authority that you instructed them to change the bank account and they have failed to follow the instruction you have lost out. Which account is the council tax paid from?0
