Good morning @Mizzie! and welcome to the online community.
You cannot make a new claim for Housing Benefit and, as you are under pension age, even though your husband has reached state retirement age, you would need to claim Universal Credit as a couple for help with your housing costs. Your husband's state pension and occupational pension and your contribution based ESA would be taken into account as income. Your PIP money would be ignored. Use this benefit calculator as a starting point to see if you're entitled to any UC. If you have savings over £16,000 you cannot claim Universal Credit.
You are entitled to a disability cost of living payment because you are in receipt of PIP. If your husband was born before 25.9.1956 and is entitled to a winter fuel payment he will receive a pensioner cost of living payment.
