Universal credit - Budgeting Advance Query

I have tried to apply for a budgeting advance today but they are saying my earnings are to high even though i havent worked now since Feb. Online it says my earnings over a 6 month period need to be less than £2600 in which they are. I have a change of circumstance advance outstanding but they are saying this wouldnt affect a budgeting advance.
Does anyone know a way around this as im confused as to why they are saying my earnings are to high when they clearly arent.

It's not guarenteed that you will be allowed to have the loan. It will depend on what it's for and your other circumstances. If you have savings of more than £1,000 then this will affect entitlement too.
If you're refused a budgeting advance
You can't appeal if your application is rejected, but you can ask for the decision to be looked at again. It will help if you can give new evidence or show that your circumstances have changed since your first request.

Didn’t you have some money owed to you from a recent PIP award? Are you able to use some of that for what you need? When applying for a loan they can refuse, as I advised it’s not guaranteed that you can get one.0

I paid debts off with the majority of that and used it to to get out of the homeless hostel i am in @poppy1234560

It sounds positive that it is better than being on the street @Awiddup13. Though, I can hear it is totally different to what you are used to.
Would you like to tell us more about this? We are here for you if you would like to talk to us more about this0 -
Hi @L_Volunteer i had my own estate agent business and fell on hard times a year ago and ended up in a mental health ward and just about recovering slowly0

This sounds really tough @Awiddup13. You have been really brave in sharing this with me.
I can hear how this is different to what you are used to. What does "recovering slowly" look like for you at the moment?
Here for you, if you would like to share more with us. We are listening0
