It will depend on what the refund is for. There's some information here. https://www.gov.uk/vehicle-tax-refund

For the mobility scheme your vehicle doesn’t need to be taxed by you because all this will be dealt with beforeyou collect the car.
If this isn’t what you mean then if you have been awarded Enhanced mobility PIP then you need to take all your documents, including your certificate of entitlement to your local post office and they will sort that for you. Your V5C will need to sent to DVLA for the tax class to be changed to disabled. Once this is done you will be refunded anything that’s owed.Full details how to do this is here https://www.disabledmotoring.org/motoring/road-tax-exemption
Do be aware that when claiming the free road tax the car must only be used for your purpose.0 -

I already have a car, and apparently am entitled to a refund dating back to when I was awarded PIP and Mobilty, which was back in April of this year, so my question is, how and where do I go about claiming this, as its not that apparent on the GOV website.... seems to be that they go all around around the houses, and there does not give a definitive link to male this claim...hope that made sence

TIAThe reason for that is because you mentioned motability scheme in your 2nd comment, which confused the situation. Which is why is said..poppy123456 said:
If this isn’t what you meanIf you have standard mobility PIP then this will allow you 50% reduction and then you need to send all your documents to DVLA. Details how to do this are here. https://www.disabledmotoring.org/motoring/road-tax-50-reduction
