Can a HP advise paper assessment?

My understanding of award review.
Goes to DM/CM They either do a paper based or forward it on to a HP.
HP receives report and all evidence is available to them for your file as everything is scanned.
My question now is can the HP sent award review back to the DM/CM without an assessment, in other words can a HP recommend a paper based assessment with the evidence they have before them or is it just a DM/CM that can do a paper based assessment.
Also is the assessment as long for a Pip award review the reason I ask is when I went over from DLA to PIP my f2f home visit assessment lasted just under 2 hours.

Hi there
It is the assessment provider that decides if it can be a paper based assessment. They will produce a report based on the evidence they have jyst like they do if they did an assessment
The report is then sent to a dm to make the decision
Paper based assessment are quite rare but they do happen1 -

Yes they can be, it can last anywhere from 20 minutes and up. One thing to be aware of now is that hone assessments no longer exist. They are either telephone, video call or face to face at an assessment centre.Binky1234 said:

I hope I get either a paper based, telephone or video call.
A assessment at a assessment center would be my biggest nightmare tbh.
I did enclose a letter of support from my GP in regards if a medical is needed.
This is what my GP wrote at the bottom of the letter(Given her medical evidence she would appreciate for the medical to be either a home visit or telephone consultation with a female this is a reasonable request given her medical history.)
I hope they take this into consideration as the very thought of having to a assessment center is just unthinkable for myself dye to numerous medical conditions
