Evidence Needed For ENCTS Renewal - PIP Not Answering Phone

Hello all.
I have had an ENCTS card for well over 10 years. A few weeks before it expired, I set about renewing it. I emailed PIP asking them to send me a letter confirming what payments I am in receipt of. The letter did not arrive. My brother has spent 2 hours on hold trying to get through to PIP for me, he is my appointee and helps me, to ask them to send a letter proving receipt. There was no answer on both occasions and on the last occasion they cut the call off.
I am at a loss of what to do to renew my ENCTS card. It has now expired and I would like to get it renewed. I did read something about contacting the local council for evidence but I am not sure if that is as well as or instead of. My local travel authority has a portal which requests me to attach evidence. Could a bank statement showing PIP being paid in be used?

This isn't a process I've been through myself, so I hope another member who has been through this will find and respond to your post soon.
I had a look on my local council's website, and saw that it had a list of alternative evidence someone could provide. Have you had a look on your local council's website to see if it explains the process, and what evidence will be approved?
It can be really difficult to get through to the PIP helpline unfortunately, but it is possible. Many people have mentioned they've found it best to ring as soon as it opens in the morning.0
