It means exactly what it says "they now have all the information they need to make a decision." It's a standard letter sent to everyone and rather pointless in my opinion. A decision can take up to 12 weeks from when the assessment report was returned.

My son hasn't had an assessment though?0

Then he will have had a paper based assessment because they had enough of information needed to write the report.0
