How do I know if the reason I'm in LCWRA is for substantial risk or not?

On the letter/UCD81 pdf I got to let me know I've been put in LCWRA, it doesn't mention anything about whether I've been awarded it for substantial risk or not.

  You can ask for a copy of the assessment report, this should give you a few clues.
