E-scooters are legally restricted to private land or specific areas, and their use on pavements is prohibited, despite being used by some disabled people as mobility aids. Mobility scooters (both class 2 and 3) are designed for individuals with mobility impairments and are allowed on pavements, e-scooters are not.

I have read it yes. An e-scooter is not classed as an invalid carriage though, it is a "powered transporter"
"invalid carriage” means a mechanically propelled vehicle the weight of which unladen does not exceed 254 kilograms and which is specially designed and constructed, and not merely adapted, for the use of a person suffering from some physical defect or disability and is used solely by such a person. - Road Traffic Act.
