That is, you have not read either the Convention on the Rights of Persons with Disabilities or ISO 9999 Assistive products for persons with disability - Classification and terminology (now Assistive products - Classification and terminology).

E-scooters are legally restricted to private land or specific areas, and their use on pavements is prohibited, despite being used by some disabled people as mobility aids. Mobility scooters (both class 2 and 3) are designed for individuals with mobility impairments and are allowed on pavements, e-scooters are not.

I have read it yes. An e-scooter is not classed as an invalid carriage though, it is a "powered transporter"
"invalid carriage” means a mechanically propelled vehicle the weight of which unladen does not exceed 254 kilograms and which is specially designed and constructed, and not merely adapted, for the use of a person suffering from some physical defect or disability and is used solely by such a person. - Road Traffic Act.

My husband is partially sighted and this causes him no end of problems when he's out walking with a cane. He's in training for a guide dog and he has to tell the dog how to go around a car. It shouldn't be necessary. Pavements are for people, end of.
Guide dogs are currently running a campaign to tackle pavement parking but I don't think it will go very far unless the government puts it's foot down and makes it illegal, which they won't because they're making far too much money from the oil companies to want to take cars off the road. It's an argument I could ramble all day about and I'm probably a hypocrit as I do drive a car when I have too. The rest of the time I walk or take the bus.
The lack of public transport in this country is terrible but I do wonder how many people would give up their cars even if there was good alternatives. We seem to be welded to our vehicles and I'm not sure what it will take to stop people.
I would happily stop driving tomorrow if I could but having disabled family members makes it a problem.

Also please provide a link where the Road Traffic Act 1988 mentions "powered transporter"
I still haven't seen from your words that you have read ISO 9999 12 17 06.
Please cite the content of this section of ISO 9999, otherwise it looks like we are talking about different things.
