ID

Just thinking , if I'm unfortunate enough to have a UC review and I haven't got a passport because it's run out and I don't have a driving license is there anything else I could use ?

The easiest way would be to keep your passport up to date, or get a new one if it's already run out.
It's well worth having one just for ID purposes especially if you don't have a driving licence.
It can be surprising how many times you need to use it over the 10 year validity period.
While £94.50 in one go can be a lot of money, £9.45 per year for universally accepted ID is a good deal.

You can do your photo yourself digitally and use the online application service.
Or there are websites offering digital & printed passport photos ordered wholly online.
