Can u claim carers allowance if u on pip

Yes, you can claim Carer's Allowance if you receive Personal Independence Payment (PIP) as long as the person you are caring for is receiving a qualifying disability benefit, such as the daily living component of PIP, Attendance Allowance, or Constant Attendance Allowance. Your PIP payments for yourself will not affect your eligibility for Carer's Allowance.
Hope this helps.

No, as you need to meet the minimum number of hours, which is 35.
To claim Carers Allowance when you care for 4 hours a week would be benefit fraud.

explains how she can claim the "underlying entitlement"
But you may be in trouble - if, as you appear to be claiming 35 hours CA, only working 4 hours.
