Carers Allowance is claimed by the person acting as carer.

There are conditions to qualify such as providing 35 hours of care a week, not earning over a certain amount etc.

    https://www.gov.uk/carers-allowance

If the carer gets UC themselves, Carers Allowance will be deducted in full from their UC award.

If the carer isn't getting LCWRA element themselves, they can claim Carers Element (£201.68 a month) paid under UC.

You are free to use your PIP to pay for a carer.

I use my ADP to pay for my powerchair rental, grass cutter, window cleaner etc. If things get any more difficult, I will also lay for a cleaner.

That's what the money is intended to pay for.
