I have been my adult sons appointee since he was 16 he is now 39 I have just received a letter for him to migrate from e.s.a. to u.c. is it right that I have to apply by phone for him the letter is addressed to me.

No you can also apply online.

If you apply by phone you won't have access to an online account (known as the Journal) to administer the claim.
