Hi, my name is 169155! Is it true that only one person in a couple can get LCWRA?
Is it right if you transfer to us,only 1gets benefit as unfit to work?
TThis Then affects council tax as they then change you 40% and this often goes on for a while till the council realize and you're left with a debt?

Council Tax Reduction is decided on at a local level with each local authority having different rules. Some areas treat UC differently to legacy benefits and some people have seen an increase in the amount of CT they have to pay.
As each area has different rules for this it's very hard to advise on individual cases from here.
You should let your local authority know when you change to UC, although some have software links with UC systems.
Yes under UC only one person receives payment for LCWRA element. It's still possible in a couples claim for both to receive LCWRA entitlement with no work commitments. But only one payment is made.
If a couples UC award is lower than legacy benefits, Transitional Protection will be added to ensure they aren't worse off at the time of transfer. This does erode over time as other elements go up or new elements are added to the claim.
