These 'agents' spend their time down on the Mexican border. They have no training for urban policing. They wouldn’t look out of place in Minsk in those masks.

@pburns1337 I just wanted to say that your observation about the weather struck me as entirely sensible. When I saw the photograph that was shared, my immediate thought was much the same. Minnesota winters are notoriously harsh, and in those conditions face coverings are entirely normal and practical, simply sensible protection against extreme cold.
