Health (voluntary) appointment by phone - voluntary or not?

This is my first post, so hello to everyone.
I am in the LCWRA support group. I was told to sign into my journal to see a new message. The message was titled: 'Attend your Work coach support: Health (voluntary) appointment by phone.' However, when I opened it, it did not say, as some other people online have reported "Hi, my name is ***** from ***** Jobcentre. Would you like to have a chat about how I can help you? We can talk about how I can support you. And we can identify things you can do to help you take the next steps – but only when you’re ready to. This chat is voluntary for you. It will not cause us to reassess your capability for work. The amount of Universal Credit you receive will not change. If you want to know more, please reply to this journal message. I will arrange to contact you at a convenient time. Regards ***** ". It said this instead: 'Attend your support appointment by phone. This is to discuss your current needs and what support is available to increase your chances of getting into work, either now or in the future. If you cannot attend this appointment, use your journal to tell us as soon as possible. We'll call you on ******* ** March 2026 at *.**pm for 30 minutes. Your appointment is with ******** ' - i.e., no ASKING if I would like support, but TELLING me when it's going to happen. Is this a new thing? Have others had this? Can I politely reply in the journal that due to my state of health I would like to decline this appointment?

Yes you can reply declining the appointment as it is voluntary.
